Heat 2 tsp oil in a pan.
Add 1 tsp ginger garlic paste, 1/4 tsp hing, saute well.
Now add 1 tbsp chopped onion and saute.
Add 1/4 cup besan and roast well.
Add 1/4 tsp salt and keep aside.
In another pan, heat 1/2 tsp oil.
Add 1/4 tsp jeera, 1/4 tsp chopped green chilli, 2 tbsp chopped capsicum and saute.
Add 1/4 tsp haldi, 1/4 tsp red chilli powder, 1/4 cup roasted besan and mix.
Add 20 ml water, 1/2 tsp oil, 1/4 tsp salt and give a good mix.
Serve hot with chapati.
