Start by making besan batter, take 1.5 tbsp besan with sufficient water, and 1/8 tsp salt.
Mix well, making sure no lumps are formed.
Now for the vada mixture, take a mixing bowl and add boiled potatoes, 1/4 cup chopped palak, 1/4 tsp chaat masala, 1/4 tsp jeera, 1/4 tsp haldi, 1/4 tsp red chilli powder, 1/4 tsp ajwain, 1/4 tsp salt.
Using your hand, mash and mix properly.
Making sure all the ingredients are evenly distributed, make vadas from the mixture and keep aside.
Heat oil for deep frying, dip prepared vada into besan batter and deep fry the vadas.
Fry till its nicely cooked.
Add prepared vada to pav and serve hot.
