In a pan heat 1/2 tsp oil add 1 tbsp chopped garlic,1 tbsp chopped onion and saute it well.
Add into the 1/2 tsp green chilli paste,1/8th tsp salt,1/4th tsp garam masala,1 tbsp chopped coriander leaves,1/8th tsp haldi,1 tsp chopped spring onion,1/8 minced mutton,1 tbsp chopped capsicum and saute it well.
Add water as required then cover it with a lid and cook it nicely.
In a bowl add 3 tbsp oats flour,1/8th tsp salt,1 tsp olive oil , water as required and knead into the dough.
Roll out using a rolling pin then cut into small circles using round shape cutter and add mixture then seal.
Place in a steamer and steam it till cook.
